Intensified Cocoa for Sustainable Development in Liberia
The cocoa industry in Liberia has potential for generating employment and equitable income growth for smallholders, if current institutional weaknesses are addressed. This Policy Brief examines the need for support by both the public and private sectors in building viable Liberian institutions for:
- Competitive and efficient cocoa marketing with attention to proper fermentation, drying and storage of cocoa;
- The selection, production and distribution of improved planting material;
- Producer training;
- Agricultural input marketing; and
- Rural finance.

Outcomes from the Liberian Cocoa Sector Roundtable
The Liberian Government is interested in discussions with all stakeholders to facilitate a functional institutional framework poised to enhance food security, in addition to adding value to important tree crops for farmers - without deleterious market effects. This report serves as a starting point for the cocoa sector and the methodology is readily transferable to other crops. The main focus of this endeavor was to perform a macro-level sector analysis for cocoa.
